Packers CEO Ed Policy: Financial Bump Needed to Stay Competitive

The league's only publicly owned franchise posted an operating loss for the first time in a non-pandemic year since 1990, and Policy says the team lacks the capital-raising tools other owners have.

Green Bay Packers president and CEO Ed Policy said long-term adjustments may be necessary for the league's only publicly owned franchise to remain financially competitive. "It's like other teams have access to this ATM machine that we just don't have right now," Policy said, referring to other owners' ability to sell minority stakes in their franchises for capital the Packers' ownership structure doesn't allow.

Green Bay reported $753 million in revenue against $754.1 million in expenses. Revenue rose 4.7%, but expenses climbed 18.7%, driven largely by a $130 million increase in player costs tied to last year's trade for edge rusher Micah Parsons and his four-year, $188 million extension with $136 million guaranteed. The result was an operating loss in a non-pandemic year for the first time since the 1990 fiscal year, even as the team's overall net income rose 54.8%.

As a publicly owned nonprofit with thousands of individual shareholders rather than a single controlling owner, Green Bay can't tap the same private-capital tools other NFL franchises increasingly use, such as selling minority ownership stakes to outside investors.
